Changing Tables and Changing Pads (2026): Safety Straps, Rails, and the CPSC Standard

A changing pad or table has to meet the CPSC's changing-product rule, and the American Academy of Pediatrics' advice comes down to rails on all four sides, a strap you never rely on, and a hand on your baby the whole time. For most homes that means a contoured pad screwed to a dresser, such as the Delta Children pad, or a freestanding table with four rails, such as the Delta Children Infant Changing Table. Nine options are compared below.

What the CPSC rule covers

The CPSC made the ASTM changing-product standard mandatory in 2018, at 16 CFR part 1235. Its business guidance page says the rule covers four kinds of product:

• Add-on changing units: "a rigid addition to or separate product used in conjunction with an item of furniture". A dresser topper such as the DaVinci tray is one.
• Changing tables: "an elevated, freestanding structure generally designed to support and retain a child".
• Changing table accessories: "an accessory that attaches to a crib or play yard".
• Contoured changing pads: "a changing pad designed for use on an elevated surface which incorporates barriers".

The CPSC says "flat, non-contoured changing mats that are typically included with a diaper bag" are not covered, which is why a flat portable mat like the Munchkin Go Change belongs on the floor or a public changing station, not on a dresser.

Products made after July 31, 2022 must meet ASTM F2388-21, which sets requirements for barriers, for keeping contoured pads and add-on units in place, for restraints and for stability. What the AAP says about falls

The AAP's changing table page opens with a warning: "falls from such a high surface can be serious. Don't trust your vigilance alone to prevent falls." Its recommendations:

• "Choose a sturdy, stable changing table with a 2-inch (5 cm) guardrail around all four sides."
• "The top of the changing table should be concave, so that the middle is slightly lower than the sides."
• "Buckle the safety strap, but don't depend on it alone to keep your child secure. Never leave a child unattended on a dressing table, even for a moment, even if he is strapped."
• "Keep diapering supplies within your reach—but out of your child's reach—so you don't have to leave your baby's side to get them."

In its 2018 final rule, CPSC staff estimated 39,010 emergency-department-treated injuries linked to baby changing products for children under 3 from 2005 through 2016. The head was the most commonly injured body part, in 71 to 73 percent of cases.

Why the CPSC didn't require a strap

Use the strap if your pad has one, but know its limits. The CPSC's final rule explains why straps are not mandatory:

"Restraints may give caregivers a sense of safety, diminishing their attentiveness, and increasing potential hazards. For example, if caregivers believe that restraint straps provide safety, they may leave a child unattended on a changing table, and an unattended child in a restraint consisting of a single waist strap is exposed to a potential strangulation hazard."

Instead, the rule requires any strap a product does include to pass testing. Every contoured pad in our table except the Keekaroo lists a strap; the Keekaroo listing does not describe one.

Key point: a strap backs up your hand; it never replaces it. Keep one hand on your baby for the whole change.

A changing pad is not a place to sleep

In the same rule, the CPSC counted seven deaths of babies under 1 involving changing products between 2005 and November 2017. Five involved babies sleeping on changing products, which the CPSC notes "is not their intended use". One was a 4-month-old who died "when his head hung over the raised side of the changing pad" while sleeping on it in a crib.

So the rule requires warnings against sleep on changing products. The raised sides that help hold a baby during a change are what make a pad unsafe for sleep. For where a baby should sleep, see our safe sleep guide.

Table, dresser topper, or a pad on the dresser?

A changing table (Delta Children, Babyletto) is covered by the CPSC rule as a whole unit, and the Delta lists rails on all four sides, as the AAP describes. It is also furniture you may not need once diapering ends.

A contoured pad on a dresser needs fixing down with the straps and screws the maker supplies; the Delta Children and Munchkin Secure Grip listings include them. A pad that isn't fixed can slide.

A dresser topper (DaVinci) adds walls around the pad and a bracket that holds the tray to the dresser. Check that it fits your dresser's width and your pad (the DaVinci takes 31 x 16 inch pads).

Pro tip: anchor the dresser. A dresser used for changing is still a clothing storage unit, so the CPSC's tip-over rule applies. In June 2026 the CPSC announced a recall of about 10,354 Timechee changing table dressers sold on Amazon, stating that they "are unstable if not anchored to the wall". Covers or wipe-clean

• Pads that take a cover (Delta, Ingenuity, Munchkin Secure Grip) have a vinyl or PEVA surface that wipes clean, usually under a washable cover. Keep a spare so one can be in the wash.
• Wipe-clean pads (Skip Hop Nursery Style, Keekaroo Peanut) are made to use without a cover, per both brands; Skip Hop says its surface "won't absorb liquids or odors".

Which to buy

• A pad that ships with attachment hardware: the Delta Children contoured pad.
• No cover laundry: the Skip Hop Nursery Style or the Keekaroo Peanut.
• A station on the dresser you own: the DaVinci tray with a standard pad.
• A freestanding table with four rails: the Delta Children Infant Changing Table.

Frequently Asked Questions

Do changing pads have to meet a safety standard?

Contoured ones do. The CPSC's rule at 16 CFR 1235 covers "a changing pad designed for use on an elevated surface which incorporates barriers", and products made after July 31, 2022 must meet ASTM F2388-21. Flat mats of the kind sold with diaper bags are excluded.

How high should the rails on a changing table be?

Two inches. The AAP recommends "a 2-inch (5 cm) guardrail around all four sides" and a concave top, "so that the middle is slightly lower than the sides."

Is the safety strap enough to keep my baby from falling?

No. The AAP says to buckle it "but don't depend on it alone," and the CPSC warns that straps can make caregivers less watchful and that a baby left alone in a single waist strap faces a strangulation hazard.

Can I put a changing pad on any dresser?

Only if the pad fits and is fixed in place with the maker's straps or brackets, and the dresser is anchored to the wall. The CPSC's tip-over rule applies to dressers, and in 2026 it recalled changing table dressers that were unstable when not anchored.

Can my baby nap on the changing pad?

No. Five of the seven deaths the CPSC counted involved babies sleeping on changing products, and the rule requires warnings against it. Move a sleeping baby to a crib, bassinet or play yard with a firm, flat mattress.
