Three kinds of claims show up on play mat listings. They measure different things.

UL GREENGUARD Gold

According to UL's GREENGUARD certification page, GREENGUARD certifies products for low chemical emissions, screening for more than 15,000 VOCs known to pollute indoor air. GREENGUARD Gold sets even lower VOC emission limits, and UL names nurseries and schools among the places it is meant for.

OEKO-TEX Standard 100

The OEKO-TEX Standard 100 page says every thread, button and accessory of a certified textile is tested against more than 1,000 harmful substances. Product Class 1, for babies and children up to 3, has the strictest limits.

The CPSC's toy safety business guidance explains that the Consumer Product Safety Improvement Act of 2008 (CPSIA) made the ASTM F963 toy standard mandatory (16 CFR part 1250). Children's products for ages 12 and under must be third-party tested at a CPSC-accepted lab and have a Children's Product Certificate. A separate rule bans small parts in toys for children under 3.

So "CPSIA compliant" describes legal requirements for children's products sold in the U.S., not an extra certification.
